प्रथम लॉर्ड मिण्टो "हमें मानना पड़ेगा कि अफ़ग़ान मन्त्रियों ने अपने पर में मुनासिब और कम से कम एक दरजे तक सच्ची दलीलें दी । वे यह न समझ सके कि यदि अंगरेज़ अपने शत्रुओं के विरुद्ध काबुल के बादशाह की मदद चाहते हैं तो वे काबुल के बादशाह को उसके शत्रुओं के विरुद्ध मदद क्यों नहीं देते। इस सूरत में तो वे कहते थे कि सन्धि का सारा लाभ अंगरेजों को है और सारा खतरा हमारे बादशाह को।"* अफ़ग़ान मन्त्री मुल्ला जाफ़र के साथ एलफिन्सटन की जो बातचीत हुई उसके सम्बन्ध में एलफिन्सटन मुहा जाफर "मुल्ला जाफर ने कहा कि मैं यह नहीं मानता कि आप बादशाह को धोखा देना चाहते हैं, किन्तु मेरा यह भी खयाल नहीं है कि भाप उतने ही सीधे हैं जितने भाप अपने तई जाहिर करते हैं, x x x उसने साफ कहा कि पापका चरित्र बड़ी चालबाज़ी का है और बहुत से लोग यह समझते हैं कि आपके साथ किसी तरह का भी व्यवहार करने में बहुत सावधान रहने की आवश्यकता है। .
