भारत में अंगरेज़ी राज एक और कठिनाई इस समय कम्पनी के सामने यह थी कि सींधिया और भोसले के साथ युद्ध के दिनों में भारतीय प्रजा में कम्पनी के अफसरों ने विविध भारतीय नरेशों अंगरेजों की अप्रियता के साथ पद पद पर अपने वादों का उल्लङ्घन किया था, जगह जगह प्रजा पर अत्याचार किए थे, और विशेष कर उन इलाकों में जो कम्पनी के अधीन आ गए थे, वे भीषण अत्याचार शुरू कर दिए थे, जिनमें से कुछ का जिक्र इसी अध्याय में आगे चल कर किया जायगा; इन सब बातों के कारण देश भर में चारों ओर उस समय प्रजा उनसे असन्तुष्ट थी, " The great distance of the Honourable Mayor-General Wellesley's position from the camp of Jaswant Rao Holkar, must render the intercourse •difficult from that quarter , and as Your Excellency's situation is more likely to be convenient for that purpose, it is my intention that Your Excellency should immediately open a negotiation with Jaswant Rao Holkar " The authority exercised by Jaswant Rao Holkar, in the name of 'Khande Rao, over the possessions of Holkar family, is manifestly ausurpa- tion of the rights of Kashi Rao Holkar, the legitimate heir and successor of Tukoye Holkar. Consistently therefore with the principles of justice, no arrangement can be proposed between the British Government and Jaswant Rao Holkar, involving a sanction of the exclusion of Kashi Rao Holkar from his hereditary dominions “Under the sanction of His Highness the Peshwa's authonty, the British Government would be justified in adopting measure for the limitation ot Jaswant Rao Holkar's power, and tor the restoration of Kashi Rao Holkar's rights , either by force or compromise , . . The Peshwa may not now be anxious for the reduction of Holkar's power, or for the restoration of Kashi Rao Holkar to his hereditary nghts. But it may be expected that His Highness would readily concur in a proposition for the restoration of Kashi Rao, and for the punishment of Jaswant Rao Holkar, . . . .
